CONSTITUTION
HARRISBURG CHAPTER
AMERICAN
STATISTICAL ASSOCIATION
ARTICLE I – Name
This organization shall be known as the Harrisburg Chapter
of the American Statistical Association.
ARTICLE II – Purpose
The purpose of this organization shall be to foster in the
broadest manner statistics and its applications, and to promote unity and
effectiveness of effort among all groups in the Harrisburg area having an
interest in or being concerned with statistical problems. To this end, the Harrisburg Chapter proposes
to conduct meetings; to make available information concerning statistical
science and its contributions; to cooperate with other organizations in the
advancement of statistics; to stimulate research and promote high professional
standards; and, in general, to make statistics of service to other sciences and
to practical affairs.
ARTICLE III – Membership
The membership of this organization shall consist of two
classes:
- Full
Members: Persons holding
membership in the American Statistical Association.
- Associate
Members: Persons interested in statistics in general or the organization
in particular, who are not also members of the American Statistical
Association.
ARTICLE IV – Officers
The officers of the organization shall be a President (who
shall be a full member), President Elect, Secretary (who shall be a full
member), and a Treasurer (who shall be a full member). The officers shall be duly elected by
members in good standing during the annual meeting except that the Executive
Committee shall fill any vacancy in any office which may occur between the
elections.
ARTICLE V – Executive Committee
The Executive Committee shall consist of the officers
mentioned in Article IV and the chairman of each of the standing committees.
The immediate Past President shall be a member
of the Executive Committee for a period of two years following his term
of office. Meetings of the Executive
Committee shall be held whenever called by the president or requested by a
majority of the committee members.
ARTICLE VI – Committees
- Types
of Committees: The Committees of
the organization shall consist of the three standing committees mentioned
below and of such special committees as may be appointed by the President. Members of the standing committees shall
be appointed by the president and shall serve until their successors are
appointed. The three standing
committees shall be a Program Committee, Membership Committee and State
Statistics Committee.
- Program
Committee: The Program Committee
shall consist of a chairman and other members appointed by the
president. The committee shall
organize the programs for the meeting of the year.
- Membership
Committee: The Membership Committee shall consist of a chairman and other
members appointed by the president.
The committee shall interest eligible persons to join the
Harrisburg Chapter of the American Statistical Association.
- State
Statistics Committee: The State
Statistics Committee shall consist of a chairman and other members
appointed by the president. The
committee shall be responsible for planning conferences, preparing studies
and holding meetings designed to further the use and effectiveness of
statistics relating to Pennsylvania.
ARTICLE VII – Meetings
There shall be four or more regular meetings including an
annual meeting, during which election of officers shall be held.
ARTICLE VIII – National Constitution
Any and all provisions of the Constitution of the American
Statistical Association shall be considered included herein for use where
necessary.
ARTICLE IX – Amendments
This Constitution may be amended by an affirmation 2/3
(two-thirds) vote of the Chapter members in good standing at any meeting of
this organization, provided notices of such meeting and of the proposed
amendment shall have been sent to each voting member at least two weeks before
the date of the meeting in which the proposed amendment is to be voted upon.
ARTICLE X – Dissolution
Upon dissolution of the
Chapter, assets shall be distributed to the AMERICAN STATISTICAL ASSOCIATION,
1429 Duke Street, Alexandria, Virginia 22314, for one or more exempt purposes
within the meaning of Section 501(c) (3) of the Internal Revenue Code of 1954,
or corresponding Section of any future Federal tax code.

ARTICLE I –
Membership
- Membership
Year: Membership shall be for the
12 month period from the receipt of annual dues .
- Resignation: A member may resign from the Chapter by
notifying the secretary.
- Termination
of Membership: The privilege of
membership in the Chapter shall be terminated on the last day of the
Membership Year (as defined by Article I Section 1).
ARTICLE II – Finance
- Fiscal
Year: The fiscal year of the organization shall be from June 1 through May
31.
- Dues: The Executive Committee shall have the
responsibility of drawing up a schedule of membership dues. When the organization has approved the
Executive Committee’s recommendation, the new schedule shall be announced
in a letter to the members and shall become effective at the beginning of
the next fiscal year.
- Expenditures: All funds of the Harrisburg Chapter
shall be deposited in a local financial institution selected by the
executive committee. All bills, or
other forms of indebtedness, shall be approved for payment by the
Executive Committee. The President
and Treasurer shall countersign checks for expenditures of the Chapter
funds.
- Annual
Financial Report and Audit: The
treasurer shall make an annual report to the Executive Committee within
two months of the end of the fiscal year.
This report shall be audited by an Auditing Committee selected by
the Executive Committee. The
report of the auditors shall be filed with the secretary by September 1
and both treasurer’s and auditor’s reports shall be distributed to the
members in September.
ARTICLE III –
Meetings
- Annual
Meeting: The annual meeting shall
be held in May at which time the election of officers shall be held for
the ensuing fiscal year.
ARTICLE IV – Nomination and Election of Officers
- On or
before March 1 in each year the President shall appoint a Nominating
Committee of not less than three members.
Notice of the appointment of the Nominating Committee together with
the names of the members thereof shall be given to the membership.
- The
Nomination Committee shall nominate one member each for President Elect,
Secretary and a Treasurer.
Nominations shall be in writing signed by the Chairman of the
Nominating Committee. Such
nominations shall be in the hands of the Secretary not later than April
1. The President Elect shall
automatically become President of the following year. If the President Elect is not available
to become president, the Nominating Committee shall nominate a President
as well as a President Elect.
- Any
two members of the Chapter may make further or other nominations for any
office. Such nominations shall be
in writing, signed by the members making the nomination stating clearly
the office for which the candidates(s) is nominated. Such nominations shall be in the hands
of the Secretary by the First of April, prior to the day of election.
- The
Secretary shall be responsible for notifying each member of the Chapter
the nominations as made by the Nominating Committee and those made by the
members at large, and setting for the date of the annual meeting and
election as specified in ARTICLE III of the BY-LAWS.
- Should
the Secretary receive more than one nomination for an office, he shall
prepare paper ballots on which shall appear the names of the different
nominees for that office arranged in alphabetical order. Separate ballots hall be prepared for
each office. Short statements of
qualifications, not to exceed 50 words may appear on the ballot if
requested by rival candidates.
- At the
election meeting the President shall read the notice of the meeting as
sent to the members by the Secretary with the names of the different
nominees, and if there should be only one member nominated for any office,
the president shall forthwith declare him elected.
- Where
there shall be more than one nominee for an office, a ballot shall be held
and not less than a majority cast of members present at the annual meeting
for the candidate for such an office shall be required to elect. The Secretary shall have a current list
of paid members as of December 31 of the prior year available at the time
of balloting and shall check off the names and members as they vote. Absentee ballots may be requested from
the Secretary not earlier than seven days before the election and shall be
submitted in a sealed envelope before the balloting with the absent
member’s name written on the envelope.
- The
term of the elected officers shall coincide with the fiscal year.
- The
President, subject to approval of a majority of the Executive Committee,
shall appoint a Chapter Representative
(who shall be a full member) to be member of the National Council
of Chapters for a period of three years following the pattern prescribed
by the Council of Chapters.
Notification of this appointee will be made available to the
membership.
